Does the amount of money that a syndication company charge depend on the size of the circulation or viewers?

If a newspaper has a circulation level of 20 000 and another has a circulation level of 300 000...does that effect the price that syndication companies charge . syndication companies that companies that sell articles, comics, games, etc...
